Public Offer Agreement

This public offer (hereinafter referred to as the «Offer») is an official proposal from the owner of the Telegram bot and personal account (hereinafter referred to as the «Seller»), addressed to an indefinite number of persons, to conclude a service agreement (hereinafter referred to as the «Agreement») on the terms set forth below. The rules for using the service are governed by the Terms of Service.

1. Terms and Definitions

  • User (also referred to as the Customer) — an individual or legal entity using the Service or having accepted the Offer.
  • Offer — this public proposal from the Seller to conclude the Agreement.
  • Agreement — an agreement between the Seller and the User, concluded by accepting the Offer.
  • Seller — The owner of the Telegram bot and personal account, providing services through the Telegram bot and Personal Account.
  • Services — access to a virtual private network (VPN) based on the VLESS protocol, including internet traffic encryption and routing through the Seller's servers.
  • Tariffs — current prices for Services, published in the Telegram bot and Personal Account.
  • Telegram bot — software at https://t.me/ResetVPN_bot used for ordering, paying and managing Services.
  • Personal Account — software at https://account.resetvpn.com used for ordering, paying and managing Services.
  • Website — the Seller's internet resource at https://resetvpn.com.
  • Acceptance of the Offer — full agreement with the terms of the Offer, expressed by payment for Services, activation of a Trial Period, Gift Subscription or other means of obtaining access.
  • Balance — the amount of funds deposited by the User through the Telegram bot or personal account for payment of Services.
  • Trial Period — a free period of 24 hours for familiarization with the Services.
  • Gift Subscription — a Subscription to the Seller's Services provided by the User to a third party (Recipient), issued and paid through the Telegram bot or Personal Account, giving the Recipient the right to use the Services for the paid period without the need for independent payment.
  • Subscription — unique data for connecting to the Services.
  • Tribute — a method of prepaying for Services by topping up the Balance, with the ability to set up recurring payments (auto-payments).

2. Subject of the Agreement

  • The Seller provides the User with Services under the terms of the Agreement, and the User accepts and, if there is a paid Tariff, pays for the Services.
  • Services are provided on an unlimited number of devices with unlimited traffic, subject to the rules set forth in the Terms of Service, unless otherwise specified in the Tariff description.

3. Procedure for Concluding the Agreement

  • The Agreement is considered concluded from the moment of Acceptance of the Offer, which is expressed in one of the following actions:
    • Payment of the selected Tariff through the Telegram bot or Personal Account.
    • Activation of the Trial Period through the Telegram bot or Personal Account.
    • Activation of a Gift Subscription.
    • Topping up the Balance through Tribute.
    • Other means of obtaining access provided by the Seller.
  • Acceptance confirms the User's agreement with the Agreement, Privacy Policy and Terms of Service.
  • Moment of Acceptance:
    • Upon payment — crediting funds to the Seller's account or payment agent.
    • Upon activation of the Trial Period or Gift Subscription — provision of the Subscription.
    • Upon topping up through Tribute — crediting funds to the User's Balance.

4. Tariffs and Payment Procedure

  • The cost of Services is determined by the Tariffs published in the Telegram bot or Personal Account at the time of payment. Trial Period and Gift Subscriptions are provided free of charge.
  • Payment is made through the Telegram bot or Personal Account using:
    • YooKassa payment system (bank cards, SBP, T-Pay, SberPay).
    • DuckGo payment system (bank cards, SBP).
    • Heleket payment system (USDT, TRX, TON).
    • CryptoBot payment system (USDT).
    • Telegram's internal currency («Telegram Stars»).
  • Payment obligations are considered fulfilled from the moment of crediting funds.
  • The Seller has the right to change Tariffs, notifying about this in the Telegram bot or Personal Account. Changes do not apply to paid Services.
  • The User independently monitors the Personal Account Balance in the Telegram bot or Personal Account to extend access to Services.

5. Procedure for Providing and Extending Services

  • Services are provided for the period specified in the selected Tariff, Trial Period or Gift Subscription.
  • The Subscription is delivered through the Telegram bot or Personal Account within 60 minutes after payment.
  • Service extension is carried out if there are sufficient funds in the User's Balance. The User independently replenishes the Balance in the Telegram bot or Personal Account to extend access. The Seller notifies the User 24 and 10 hours before the expiration date.
  • In the absence of funds in the Balance, Services are terminated and the Subscription is canceled.
  • The User independently configures the connection using the Subscription and software that supports the VLESS protocol.
  • Refund for unused days is calculated using the formula: (Tariff cost / Tariff period) × (Tariff period - used days).
  • Refund requests are sent through the support Telegram bot https://t.me/ResetVPNsupport_bot, Personal Account or email help@resetvpn.ru.
  • Refunds do not apply to Trial Period, Gift Subscriptions or funds deposited through Tribute.
  • If Services are unavailable for more than 24 hours due to the Seller's fault, the User has the right to request an extension of the subscription period for the period of actual interruption in the provision of Services, provided that the corresponding request is sent within 7 calendar days from the moment of access restoration.

6. Refund Conditions

  • The User has the right to request a refund within 14 days from the date of payment under the following conditions:
    • The device does not support the VLESS protocol or the necessary software.
    • The support service did not provide connection.
    • The traffic volume does not exceed 1 GB.
  • Refund for unused days is calculated using the formula: (Tariff cost / Tariff period) × (Tariff period - used days).
  • The refund request is sent through the support service Telegram bot https://t.me/ResetVPNsupport_bot or email help@resetvpn.ru.
  • Refund does not apply to the Trial Period, gift subscriptions, or funds deposited through Tribute.
  • If the Services are unavailable for more than 24 hours due to the Seller's fault, the User has the right to request an extension of the subscription period for the period of actual interruption in the provision of Services, provided that the corresponding request is sent within 7 calendar days from the moment of access restoration.

7. Balance Top-up via Tribute

  • Tribute is a method of prepaying for Services by topping up the Balance through the Telegram bot or Personal Account.
  • Payments through Tribute can be one-time or set up as recurring payments (auto-payments).
  • Funds deposited through Tribute are credited to the User's Balance and can be used to pay for Services.
  • Refund of funds deposited through Tribute is carried out in accordance with the legislation of the Russian Federation and paragraph 6 of this Agreement.
  • The User independently manages the settings of recurring payments, including their activation or deactivation.

8. Rights and Obligations of the Parties

The rules for using the Service, including prohibited actions, are governed by the Terms of Service.

8.1. Seller's Obligations

  • Provide the Subscription within 60 minutes after payment.

8.2. Seller's Rights

  • Change Tariffs and terms of the Offer with notification in the Telegram bot or Personal Account.

8.3. User's Obligations

  • Pay for Services in accordance with the Tariffs.
  • Provide a valid Telegram ID or email address for registration in the Personal Account.

9. Liability of the Parties

  • The Seller's total liability is limited to the amount paid by the User for the Services.
  • The Seller is not liable for interruptions in the provision of Services caused by force majeure, failures of intermediary services or technical work, including without prior notice to the User.

10. Force Majeure

  • The parties are released from liability for non-fulfillment of obligations caused by circumstances of force majeure (wars, natural disasters, changes in legislation, technical failures).
  • The party affected by force majeure notifies the other party through the Telegram bot or Personal Account within 5 business days.

11. Termination of the Agreement

  • The User has the right to refuse Services at any time by notifying the Seller through the Telegram bot or Personal Account. Upon early termination, the User is refunded for the unused period minus the Seller's actual expenses incurred, in accordance with paragraph 6.
  • The Seller has the right to terminate the Agreement if the User violates the terms of the Agreement or Terms of Service, with notification to the User of the reasons for termination.

12. Dispute Resolution Procedure

  • Disputes are resolved in pre-trial order through email help@resetvpn.ru.
  • Claims are submitted in writing. Response time is 10 business days.
  • Disputes not resolved in pre-trial order are considered in the courts of the Russian Federation.

13. Other Conditions

  • The Offer is valid from the moment of publication on the Website until its withdrawal by the Seller. The Agreement concluded by Accepting the Offer is valid for the paid Subscription period and terminates upon expiration of the Subscription or in the manner provided for in paragraph 11.
  • The Seller has the right to change the Offer, notifying about this on the Website, in the Telegram bot or Personal Account.
  • This version comes into force from the moment of publication and replaces all previous versions.
  • Continued use of the Service means agreement with the new version of the Agreement.
  • The Seller has the right to involve third parties to fulfill obligations.
  • The Agreement is governed by the legislation of the Russian Federation.
  • If any provision of the Agreement is found to be invalid or unenforceable, the remaining provisions shall remain in full legal force.
